Regulations for Arendal Marina

Adopted by Arendal Port Board on 24 August 2022

The regulations apply in Arendal Marina and all central quays permitted for guest mooring, including Pollen and Kittelsbukt.

The season is the period June-July-August.

Recreational vessels up to 60 feet/20 meters/25 tonnes weight are allowed to moor, as long as there is capacity.

Larger vessels and commercial vessels must contact Port of Arendal for instructions on where to stay.

The service offer is automated and payment / ordering of berths and services is done via the App’en Havneweb.

During the period (September – May), the facility and the jetties are available for mooring (short and long term) against payment.

Generally:

1. The facility is open to the public and visitors in the period 0700-2300. There must be general peace and order in the Marina, on piers and on board moored boats around the clock. Alcohol consumption is not permitted on piers and quays in the Marina. Only the restaurant has the opportunity to serve alcohol in a suitable place and in accordance with the grant. Loud music, motoring or other forms of noise are not permitted.

2. When traveling by boat, to and from the mooring place, you must drive at a slow speed and exercise caution. Vessels can arrive and/or leave the Marina around the clock.

3. The use of open flames, barbecues or other flammable activities is strictly prohibited in the entire Marina area all year round.

4. It is forbidden to empty sewage into the sea from the boat's tanks and toilet. A suitable emptying system can be found in the Marina at the service pier and is free of charge.

5. Ordinary household waste (bag throw-in size) from visiting vessels must be brought to the designated place, and sorted at source.

Out of season (September-May), you must take your own waste home.

Special waste must be delivered to an approved reception.

6. Port fee: Paid via the app Havneweb.

(A valid mobile number must be provided for security reasons. The port must be able to contact the owner/responsible for the vessel if necessary)

Port fee (September – April) only covers mooring. Electricity and other services must be purchased separately.

The Port Authority determines the annual fee and payment for the services.

7. Vacant berths can be freely used for mooring upon arrival.

(With the exception of places set aside for pre-booking and which are reserved). Port fee is paid as soon as possible after the vessel is moored at the site.

(If payment is made before the vessel is actually moored in the space, there is a risk that others have arrived first and are entitled to the space).

Pre-booked places: (via online solution https://app.havneweb.no) Only marked places. Advance booking is charged at the time of booking. Cancellation of a booking via the online solution https://app.havneweb.no results in a full reservation before 14:00 on the day of arrival.

Pre-booked space is reserved until it is canceled in accordance with deadlines and charged until any cancellation is made.

8. Mooring must take place according to the mooring plan and according to instructions from the port's staff. Responsibility rests with the owner/the person who moors the vessel on site. Boats moored in violation of these regulations, the mooring plan or which, in the subjective opinion of the port, are unsuitable and may pose a danger or inconvenience will be required to be rectified, moved or expelled.

When mooring, the owner/responsible person accepts that a notice in accordance with the Ports and Waters Act (Hfl) §17 on the prohibition of causing danger or inconvenience has been given and acknowledges that they have received information about the duty to rectify the situation within a reasonable time when the notice is given.

Furthermore, the owner/responsible person is informed that immediate rectification is foreseeable and will be possible in accordance with HFL Section 18, first paragraph, and that such notice has been given and that the port can demand reimbursement for rectification.

9. In the month of July, uninhabited/unmanned vessels are not permitted in the facility for more than 72 hours. (The Marina must not be a storage harbor in high season).

10. In the month of July, the maximum continuous length of stay is 7 days in the same place.

Popular places must be released at regular intervals and be accessible to everyone. The vessel can return to the place after a minimum of 48 hours at another pier and place.

11. Failure to pay the port fee could result in the vessel being removed from the facility at the owner's risk and expense, and an additional fee being imposed.

12. Fire zones have been established to prevent the spread of fire. Mooring in a fire zone shall not be permitted under any circumstances.

13. Visitors are responsible for their own boat being properly moored at all times.

14. No part of the boat or the boat's equipment must protrude above the floating jetty, hindering or endangering people's traffic on the jetties. Equipment, stairs for access, etc., must not be placed on the wharves when these obstruct people on the wharves. Lines are not allowed to cross over the piers.

15. Everyone is encouraged to reduce the environmental impact to a minimum.

16. All boat owners/guests give Port of Arendal the right to limit possible damage to facilities or 3rd party property by raising, removing, lashing or otherwise securing the boat and equipment in accordance with the provisions of the Maritime Act. We will demand replacement of equipment that is destroyed by careless or reckless use.

17. Vessels in the Marina are permitted to use tarpaulins or other covering over the lee only in the period 1 October to 15 May. These must have a design, size and color adapted to the purpose. From 15 May to 31 September, no vessel shall be covered with tarpaulins/similar.

18. Unnecessary noise from running or standing rigging, flapping tarpaulins, flags and other equipment etc. is not permitted.

19. Obvious renovation or restoration objects can be refused residence in the port. The Marina is close to the city center and should appear aesthetically pleasing in the cityscape all year round. Maintenance, upgrading and other work on board that causes noise, dust or negative conditions for other vessels in the port is not permitted.

20. The subletting of vessels in the Marina for commercial activities may be refused by the Port of Arendal.

21. There is a general ban on sales and commercial activity aimed at boat guests at the wharves. Dispensation can be granted by Port of Arendal.

22. The owner or person in charge must have a physical inspection of the vessel on site at least weekly, and as soon as possible after special weather conditions (strong wind, high seas etc.), or upon receipt of a notification from the port.

23. Vessels without their own propulsion are not permitted in Arendal Marina due to safety reasons.

24. Parking in the Marina area is not permitted.

(Exceptions apply to cars for the port's operations and engaged businesses. The area must always be accessible for fire engines, ambulances, rubbish and goods delivery).

25. Failure to follow the regulations may result in expulsion.

26. Port of Arendal can dispense with individual provisions when this is deemed necessary

Out of season

Vessels can moor in an available space, pay port fees via Havneweb. The Marina fee only covers mooring. Electricity is paid separately and per consumption according to the port's rates. Waste, internet, other services are not included in the fee.

Port of Arendal is the facility owner, and the electricity price is set to cover the port's expenses for electricity, the payment system, internal control and maintenance.

These regulations have been laid down by Arendal Port Board 24/8 -2022 and are made applicable from that date.
